Short answer
Travel between October and March. The monsoon has cleared, daytime heat is manageable across the coast and interior, and this window covers both the Konark Dance Festival in December and peak birdwatching at Chilika.
October to December
Humidity drops sharply after the monsoon withdraws in early October. Sea conditions at Puri and Gopalpur turn calm enough for regular bathing within lifeguard zones, and Mangalajodi's migratory bird arrivals begin by November.
January to February
The coolest, driest stretch of the year, with morning temperatures in the Eastern Ghats around Daringbadi and Koraput dropping into single digits. This is the best period for temple-town walking and for the Chilika bird census season.
March to May
Temperatures climb quickly inland; Bhubaneswar and Sambalpur can cross 40°C by April. Coastal towns stay more tolerable due to sea breeze, but midday sightseeing becomes uncomfortable.
June to September
Southwest monsoon season, and also cyclone season along the Bay of Bengal coast through October. Rath Yatra falls in June or July depending on the lunar calendar and draws large crowds to Puri regardless of weather. Similipal's core zone closes to visitors during these months under forest department rules.
Matching season to interest
Choose October-February for temples and the Golden Triangle, November-February for Chilika birding and dolphin sightings at Satapada, and November-June (outside closure dates) for Similipal and Bhitarkanika wildlife viewing.
